Recycling disaster in Caldwell

Our street was to have paper recycling collected this past Thursday.  When I got home from work it was not collected.  I called and was transferred to an out of town call center and told there was a truck problem and to bring in since the snow had already begun falling.  Imagine how much paper post Xmas opening of kiddy presents.  I was also told to put recycling back out on Saturday for pick up.  7:00pm and it's still curbside along with the rest of the blocks.  Why wasn't a call/text made from the town indicating such? Why is it still not picked up?  If you or I made such mistakes at work wouldn't you be fired?  I would....but don't because I don't make such thoughtless decisions.  I refuse to drag it in a second time.  11k a year taxes should afford me the peace of mind to not have to deal with such incompetence.What's Caldwell's plan here?  I'm listening.
