Please help old homeless woman who pushes shopping cart down Bloomfield Ave in Caldwell

Can some organization or social services agency help the old grey haired woman who appears to be homeless who I often see most mornings pushing a shopping cart full of black garbage bags/her belongings ? down the west bound side of Bloomfield Ave in Caldwell. It seems a shame/poor woman, it is really hot out! Can't someone in our community help her? Provide food/shelter? Does anyone know who she is? Is she someone's mom/grandmother?
